<p>Malacañan Palace, January 30, 2012 &#8212; Galing Pook Foundation has announced the winners of its national search for the ten best local governance programs.  LGUs are recognized by the awards body for innovative programs that have gained measurable positive results, empowered its people, and enhanced service delivery.</p>
<p>This year’s winners are Albay; an Inter-local Health Zone (ILHZ) composed of the municipalities of Real, Gen. Nakar, Infanta and Panukulan in Quezon Province; Limasawa, Southern Leyte; Alimodian, Iloilo; Bohol and one of its municipalities, Maribojoc; Sarangani Province, Misamis Oriental, Upi in Maguindanao, and Zamboanga del Norte.</p>
<p>The Galing Pook awarding ceremony for these notable local governance programs was held today in Malacañan Palace with President Benigno S. Aquino III handing the awards to this year’s winners.</p>
<p>The Galing Pook award recipients have winning entries ranging from justice enhancement program, empowerment of indigenous people, to mental health management. </p>
<p>A total of 137 entries were submitted this year: 55 from Luzon, 33 from Visayas and 49 from Mindanao. Of this year’s 10 awardees, seven are past honorees (Sarangani, Misamis Oriental, Upi in Maguindanao, Zamboanga del Norte, Infanta in Quezon, Bohol and Albay).</p>

<p><strong>Albay Province: Health strategy for MDG attainment</strong></p>
<p>With a policy declaring the Millennium Development Goals (MDG) as top priority in 2007, Albay is now either close to achieving or has achieved the major indicators under MDG4 (reduce child mortality), MDG5 (improve maternal health care), MDG6 (combat HIV/AIDS, malaria and other diseases), MDG1 (eradicate extreme poverty and hunger) and MDG7 (ensure environmental sustainability). The province has also been certified by Philhealth as having come close to universal health coverage.</p>
<p><strong>Real, Gen. Nakar, Infanta and Panukulan in Quezon Province: Community-based mental health management</strong></p>
<p>Mental distress afflicted a number of flash flood survivors that claimed hundreds of lives during the November 2004 typhoons that hit Infanta and Gen. Nakar in Quezon. The event gave rise to the community-based mental health program to support victims suffering from post-traumatic stress disorder and other psychological problems. The program pools together resources from various sectors to address and fill in gaps in mental health care and the shortage of mental health professionals in the ReINaPan area, an Inter-local Health Zone (ILHZ). The psychiatric consultations, coupled with administration of medicines, proved to be successful with 110 new cases in 2006 to only 28 new cases in 2010.</p>
<p><strong>Limasawa, Southern Leyte: Poor municipality can eliminate malnutrition</strong></p>
<p>Limasawa’s LGU developed an innovative nutrition plan which reduced the prevalence of malnutrition among pre-school and school children and promote healthy living among adults. With effective program components in place, the residents of the municipality are now healthier with the rate of malnutrition among pre-school children down from a high of 8.8% in 2004 to 2.61% in 2009 and from 6% to 2.17% among school children. Limasawa showed that even a poor, 6th class island-municipality can eliminate malnutrition through ingenious strategies.</p>
<p><strong>Alimodian, Iloilo: Bringing high schools closer to home</strong></p>
<p>In 2005, the municipality of Alimodian used to have only 2 secondary schools catering to 51 barangays. The congested classrooms forced teachers to hold classes in hallways and even under trees. The collective effort of the LGU, the Department of Education and the Parent-Teacher Association led to the construction of four new campuses in the municipality. The establishment of high schools closer to the communities allowed the families to reduce their school expenses and has improved the academic performance of the students.</p>
<p><strong>Bohol Province: Rabies prevention and elimination</strong></p>
<p>In March 2007, the provincial local government unit of Bohol developed its Rabies Prevention and Elimination Program (BRPEP) to help eliminate rabies cases in the province. The BRPEP initially involved 124 government employees and spearheaded a massive information drive.  The results were dramatic with rabies-related deaths decreasing by 50% in 2008 and there have been no reports of death by rabies since October 8, 2008. Bohol has since become one of the provinces in the country to integrate lessons on rabies and responsible pet ownership in the curriculum of all its elementary schools.</p>
<p><strong>Maribojoc, Bohol: LGU-led cadastral survey</strong></p>
<p>In 2008, Maribojoc became the first LGU-led participant to DENR’s Land Administration and Management Project 2 (LAMP2). Land valuation has since appreciated and there has been an increase in Real Property Tax (RPT) collection. The tenurial status of title holders have been secured at a minimal cost and land grabbing has been reduced. Boundary disputes that were resolved led to improved relations between neighbors.</p>
<p><strong>Sarangani Province: Justice on Wheels</strong></p>
<p>The LGU in Sarangani designed the Justice Enhancement and Empowerment Program (JEEP) to hasten the disposition of cases involving indigent litigants whose family member remained a detainee in jail because of the slow pace of litigation. JEEP involved the provision of a mobile court dubbed “Justice on Wheels” (JOWs), a bus that has been configured into a court room so that hearings can be conducted inside it when the bus is deployed to the municipalities.  This program started in 2006 and has since halved provincial jail inmates from 600 to 286.</p>
<p><strong>Misamis Oriental: Turning red to green</strong></p>
<p>Sitio Lantad’s transformation from a war zone in the 80’s to a Special Agrarian Reform Community in 2007 is a prime example of how peace and development efforts should be pursued – not by might, but through sincere and concrete efforts to reach out and make a difference in people’s lives. The Misamis Oriental LGU’s painstaking efforts to build roads and open up the community for trade and commerce helped them gain the trust of the Higaonons, indigenous people of Sitio Lantad.  The eventual peace-building program demonstrates the paradigm shift from reactive to a proactive council advancing social equity, people empowerment and access to the best possible social services.</p>
<p><strong>Upi, Maguindanao: Rural community e-center</strong></p>
<p>In 2004, Upi’s LGU realized that better access to information could substantially improve their situation, which led them to establish their Community e-Center (CeC). This encouraged other government agencies to pursue their Information and Communications Technology (ICT) projects in the municipality. Like most privately-run businesses, the CeC offers a host of ICT services, but what sets it apart is that it ventured into broadcast media to expand its reach. There are more than 750 CeCs in the country, but Upi CeC remains the only fully-operational center in Maguindanao Province.</p>
<p><strong>Zamboanga del Norte: Empowering the Subanen people</strong></p>
<p>After suffering from countless indignities, discrimination and ridicule for several decades, the marginalized Subanen people were brought into the mainstream of government processes through the Provincial Indigenous People Coordinating Unit (PIPCU). Its primary task is to promote the welfare of the Subanen people and to empower them economically, socially and politically. The creation of the PIPCU encouraged the Subanen people to participate in community development and government processes. </p>

<p>Most Rev. Socrates B. Villegas, DD, Archbishop of Lingayen-Dagupan will preside the Holy Mass together with Most Rev. Florentino F. Cinense, DD, Bishop of Tarlac with other bishops and priests. The exposition and veneration of the relic of the Holy Cross follows after the Eucharistic celebration and will last up to 4:00 p.m.</p>
<p>The actual fragment of the true cross is encased in a silver arqueta found at the foot of the altar and enclosed by grilled doors. Closely guarded by local authorities, the relic is venerated by monks seven times a day and is exposed for public veneration twice a year, January 30 and September 14.</p>
<p>Everyone is invited to come early as limited parking slots are available, the gates of the monastery will open at 5:00 a.m. There will be food kiosk within the picnic area, but guests may bring their own snacks and refreshments. Foods are also available for sale.</p>

			<content:encoded><![CDATA[<p>The UPAA Election Committee recently announced that it is now accepting nominations for the Board of Directors for 2012-2015, with the deadline set on February 29, 2012. At stake are 23 seats in the Board, representing alumni from the various academic units of the UP System.</p>
<p>The election period has been set from April 15 to June 1, and the canvassing of ballots, on June 2, 2012. Former Supreme Court Senior Justice Josue Bellosillo chairs the UPAA Election Committee, with Prof. Ruby Alcantara and Prof. Wendell Capili as members.</p>
<p>Only members in good standing are eligible for nomination. These refer to regular or honorary members who have paid the annual (P300) or life (P2,000 / $50) membership fees as the case maybe.</p>
<p>Nominations for the Board may be made by any accredited UPAA alumni chapter or association based in UP colleges, schools or institutes, or elsewhere in the Philippines and abroad. Likewise, any group of at least 25 UP alumni may nominate their candidates, provided all those nominating are members in good standing of the UP Alumni Association.</p>
<p>The UP Alumni Association was founded in 1913, five years after the founding of UP. It has a total of 166 accredited chapters in the Philippines and abroad (as of July 2011).               </p>

			<content:encoded><![CDATA[<p>Asiana Airlines (OZ) has won the 2011 Airline of the Year award from Global Traveler magazine, achieving a golden grand slam in air travel.  The Korean national carrier is the world’s first airline to be distinguished as airline of the year by three different awards bodies in three consecutive years.  It won the 2009 Airline of the Year award from Air Transport World, the 2010 Airline of the Year from the World Airline Awards of Skytrax, and now a 2011 citation from Global Traveler.</p>
<p>The 2011 Global Traveler awards survey was conducted by the magazine among 20,000 subscribers from January to August this year.  Winners in 31 categories in the airline industry and 68 travel-related sections were chosen.  Earlier this year, The Wall Street Journal praised Global Traveler’s awards.  In its article, “So Many Travel Awards, But Who’s The Best,” the influential paper cited Global Traveler for its rigorous and transparent procedure in selecting annual awardees.</p>
<p>Aside from the 2011 Airline of the Year, Asiana picked up six other awards during the ceremony held at the Peninsula Beverly Hills Hotel.  It was chosen Best Airline for Onboard Service and Best Airline for Flight Attendants, which it has won for 8 consecutive years.  For the second consecutive year of the awards, Asiana also won Best Transpacific Airline.  It also swept awards in new categories:  Best International First Class Wines on the Wing, Best Champagne International and Best Red Wine International First Class.</p>
<p>“Asiana Airlines has excelled in the category of onboard service and flight attendants for years due to the innovative and unique in-flight services such as magic shows, make-up service, onboard chef service, sommeliers along with the new Business Class ‘OZ Quadra Smartium’. The upgraded cabin facilities and customer-oriented service are examples of the differentiated and high-class characteristics of services which have been highly recognized to win the award,” noted Global Traveler.</p>
<p>In his speech, Asiana Airlines President and CEO Young-doo Yoon said, “All of Asiana joined hands to win the Airline of the Year award for three consecutive years.  This achievement has never been accomplished in the history of the airline industry. We will return this gratitude towards our customers by giving the best of services and safety which suits the reputation of the Golden Grand Slam airline.”</p>
<p>In its home front of Korea, Asiana has been similarly distinguished.  Asiana has topped evaluations of three major quality assessment agencies:  the 2011 National Customer Satisfaction Index, the Korea Customer Satisfaction Index and the Korean Standard-Service Quality Index.</p>
<p>Asiana Airlines flies daily from Manila, Clark and Cebu to its award-winning hub in Incheon International Airport, and on to destinations across Asia, Europe and the US.</p>

			<content:encoded><![CDATA[<p>Lack of safe water and sanitation are the main priorities for those responding to the emergency in Mindanao. UNICEF is co-leading the water and sanitation response with the government, UN and NGOs to respond to the needs of children and families affected by tropical storm Sendong.</p>
<p>The flooding has affected more than 63,000 families or 338,000 individuals half of them children in some 260 barangays (villages). UNICEF has dispatched supplies to the affected areas including: water kits, water treatment, to ensure safe, clean water; hygiene kits containing soap, toothbrushes and personal hygiene items.</p>
<p>UNICEF is also preparing to send tents and tarpaulins for temporary shelter; vitamin A for mothers and infants; breastfeeding education materials to reduce the risk of infant mortality; and recreation kits so children can play and begin to have a sense of normalcy.</p>

<p>As one of the featured artists in the first UNICEF Auction for Action last May, UNICEF visual artist Manny Baldemor once again shares his generous talent for the benefit of UNICEF programs for children in the Philippines and worldwide. “I have received so many blessings that it’s only right to share and give back. Children’s welfare has always been close to my heart and that’s why I work with UNICEF Philippines because they help children in the poorest and most disadvantaged areas,” shares Baldemor.</p>
<p>The Sabrosa series was conceived during Baldemor’s art residency in Sabrosa, Portugal earlier this year. Located in the northern part of Portugal, the municipality of Sabrosa is a UNESCO world heritage site. It is also the birthplace of Ferdinand Magellan, the first European navigator who reached Philippine shores in 1521.</p>
<p>The series of landscapes was inspired when Baldemor took a boat ride down the great river Duoro, “I took a glance upwards as we passed a steep incline and saw vineyards of different levels that would make our own famous Rice Terraces look like anthills. It was awesome. I’ve never seen layers and layers of vines in a gigantic mountain that almost touches the sky… I wondered if the vineyards were already there 500 years ago when Ferdinand Magellan trekked from this mountain of vines, down to the River Duoro to the Atlantic and finally to the Pacific Ocean,” he said.</p>
<p>UNICEF Country Representative Vanessa Tobin shares, “UNICEF thanks Manny Baldemor for being a staunch supporter having lent his iconic designs to UNICEF cards and products and holding exhibitions of paintings for the benefit our programs for children. 			<content:encoded><![CDATA[<p>80,000 families or 400,000 people in the province of Masbate, one of the poorest provinces in the country, now have access to social assistance and development through the Pantawid Pamilya (Conditional Cash Transfer Program) of the Department of Social Welfare and Development (DSWD).</p>
<p>UNICEF, a major supporter of the program, lists Masbate as one of its focus areas in the Philippines. UNICEF Country Representative Vanessa Tobin, in a meeting with Masbate Governor Rizalina Seachon-Lanete and Vice Governor Vince Revil, reiterated UNICEF’s continued support for the government’s social protection program, particularly the cash transfer program. Addressing vulnerabilities is also the main aim of UNICEF’s Country Programme of Cooperation with the government for the period of 2012 to 2016.</p>
<p>“UNICEF is committed to social protection as a fundamental right for children and as a key policy for supporting equity and social justice. Social protection is an essential channel for filling the gap between families that are adequately reached by services and those that are excluded, and to promote a fair provision of services and the realization of children’s rights,” added Tobin.</p>
<p>Tobin met with the mothers, fathers and children who have benefited from the program as well as those who provide the essential services like teachers, day care workers, social workers and barangay captains. They testified how the cash grant and the complementary services have helped their families especially their children. Governor Lanete also said that the province is determined to move out of the top ten poorest provinces. Masbate’s poverty incidence decreased from 65% in 2000 to 42.5% in 2009.</p>
<p>UNICEF has assisted the disadvantaged communities in the province through services such as  rehabilitation of day care centers, schools and construction of water and sanitation facilities in some hard to reach areas like Iniwaran, Cataingan and Cawayan.  UNICEF provided 85 center based day care centers, 74 home based day care centers, 75 schools, constructed two day cares and two water and sanitation facilities</p>
<p>UNICEF strengthened Masbate’s child protection systems through advocacy and community education sessions on child protection issues and capacity building for social workers, law enforcers and prosecutors on how to effectively handle cases of children in conflict with the law. Working in partnership with other UN agencies, UNICEF also supports the implementation of the Joint Programme on Youth, Employment and Migration.</p>
<p>UNICEF converged their assistance to 4PS families by complementing the family development sessions with livelihood skills training and financial literacy. Attendance at a family development session is one of the conditions of the cash grant as well as regularly accessing health and education services.</p>
<p>Family development sessions which are conducted at least monthly teach the parents about children’s health, effective and positive child discipline, home management and gender sensitivity. They are also taught financial literacy, life skills, vocational and livelihood skills and taking care of the environment.</p>
<p>The people of Cawayan another municipality in Masbate met Ms. Tobin in the Municipality of Mobo. Their excitement and confidence is in contrast to the despair that used to characterize their community, and the many families trapped in a cycle of poverty. “Our community was overlooked until DSWD and UNICEF intervened. We have worked together with the local government to support a day care center, a health center, a school and most importantly access safe, clean water. We are also better equipped with parenting skills for our children and have been provided with options for alternative income when we cannot fish or farm. ”</p>
<p>“UNICEF is promoting an approach focusing on the most disadvantaged to realize children’s rights. Such an approach promotes interventions that reduce or eliminate unfair and avoidable circumstances that deprive groups &#8211; mainly children – of their rights. In this process, there is a need to understand and address the underlying causes of inequity and to ensure equal access to services – education, health care, sanitation, clean water, child protection &#8211; and resources. Although inequities affect both adults and children, the impacts on children last throughout their life-cycle and may hinder their development potential and long-term wellbeing. The DSWD supported CCT program is an equity driven approach that gives support to the poorest families throughout the country. Whatever challenges are faced, at least now the most needy families and children in the Philippines are given the necessary attention and support to improve their lives,” said Tobin.</p>
<p>Aside from Masbate, UNICEF is also supporting DSWD in the implementation of cash transfer program in Pasay City and eight other areas.</p>

UNICEF Philippines Country Representative Vanessa Tobin together with an emergency team is visiting the area to assess the situation and better understand the situation of children and families on the ground.</p>
<p>“I&#8217;m impressed by the effective organisation of many local government workers alongside NGOs and private sector. Supplies are getting through but we need to be vigilant to monitor childhood diseases as well as getting schools reopened and getting children back to learning,” said UNICEF Country Representative Vanessa Tobin as they visited flooded areas in Bulacan and Pampanga.</p>
<p>With communication and power lines down and access to flooded areas difficult, food, emergency shelter, medical supplies, water, hygiene and sanitation (WASH) and non-food items are the most urgent needs. UNICEF distributed water kits composed of water containers, pails and water purification tablets, and hygiene kits composed of water jugs, nail cutters, soap, toothbrush, toothpaste, sanitary napkins and malong.</p>
<p>“Large areas of stagnant water are a danger in many ways: risks of dengue, risks of diarrhea and other infectious diseases are a big threat to young children,’ said Tobin.</p>
<p>UNICEF is participating in a joint needs assessment today (Thursday) with the government to better assess the nutrition and water and sanitation needs of families affect by the floods. The agency also plans to conduct a rapid needs assessment in Region 2, to further understand the situation of children and women in Cagayan and Isabela. The UN children’s agency is in close coordination with the government and emergency response groups to provide basic supplies and services.</p>
<p>Typhoon Nalgae, locally known as Quiel, hit the Philippines on 1 October and traced its path over the devastation left by Typhoon Nesat (locally known as Pedring) on 28 September across northern and central Luzon. Sixteen provinces were affected by Typhoon Nalgae in four Regions, which were hit four days earlier by Typhoon Nesat (Pedring) that affected 34 Provinces. The eight hardest hit areas by Typhoon Nalgae were Bulacan, Pangasinan, Pampanga, Ifugao, Isabela, Nueva Ecija, Quirino and Aurora Provinces. Around 1.5 million children are affected by both typhoons.</p>
<p>The National Disaster Risk Reduction and Management Council (NDRRMC) reported a total of 59 typhoon related deaths this past week, four deaths from Typhoon Nalgae and 55 deaths from Typhoon Nesat, as of 4 October. Flood waters have receded in the majority of the typhoon affected areas. However, isolated areas due to floods remain in Bulacan and Pangasinan Provinces that were hardest hit by Typhoon Nalgae on 1 October. In Bulacan Province, NDRRMC confirmed that four Municipalities remain under water including Calumpit (29 Barangay), Hagonoy (26 Barangay), Pulilan (4 Barangay) and Paombong (14 Barangay).</p>
